Mr Michael Parnell, a Bredbury man, faced harrowing legal restrictions despite his innocence. Documents reveal that in May 2010, Mr. Parnell was denied permission to cross town to attend a medical appointment and a meeting at the Town Hall due to conditions attached to a CRASBO imposed upon him.
A letter from Morton’s Solicitors confirms that the Magistrates refused an application to vary his bail conditions, insisting that he could attend the medical appointment without violating his exclusion zone. At the time, Mr. Parnell complied fully with the restrictions, yet the refusal caused unnecessary stress and hardship during a critical period in his life.
Tragically, after Mr. Parnell’s death, the police admitted that he had been completely innocent of the allegations that led to his CRASBO. Friends and family have described him as “decent and vulnerable” and said the ordeal compounded the difficulties he was already facing.
Local residents and advocates are calling for a review of the use of CRASBOs and similar measures, arguing that the system must protect public safety without unjustly punishing innocent individuals.
The community remembers Michael Parnell as a gentle and law-abiding man whose life was deeply affected by an administrative failure.
