Subject: Query regarding planning history and approval basis – Padden Brook, Romiley (flats development)

Dear Monitoring Officer / Head of Planning / Chief Executive / Planning Enforcement Team,

I am writing to request clarification regarding the planning history and approval basis for the residential development at Padden Brook, Romiley, as shown in the following Stockport planning records:

  • DC/010611 (conversion to 6 flats – approved)
  • DC/013454 (additional 1 flat – withdrawn)

These two applications appear to be the principal consents associated with the site.

My query

It is my understanding that 8 flats were ultimately constructed on the site. However, from the above applications:

  • Permission is clearly granted for 6 flats only under DC/010611
  • The second application for an additional unit was withdrawn and not determined

On that basis, I am seeking clarification on the following points:

  1. Was planning permission ever granted for a total of 8 flats on this site?
    If so, please could you provide the relevant application reference and decision notice.
  2. If no such permission exists, what planning mechanism or approval was relied upon to authorise the additional two units beyond the approved 6?
  3. Who was the planning officer responsible for the final decision that resulted in the development of 8 flats (or any subsequent amendment/variation that permitted this increase)?
  4. If the additional units were not formally approved, could you confirm whether this matter has been:
    • assessed by planning enforcement, and/or
    • considered immune from enforcement action due to passage of time or other grounds?

I would be grateful if you could also confirm the full planning history of the site if there are any further applications or amendments beyond the two referenced above.
