Stockport Council’s Cabinet is set to meet on Tuesday 17 March 2026 to review the borough’s updated Statement of Licensing Policy 2026–2031, which will guide how licensed premises operate and how licensing decisions are made over the next five years. The meeting is expected to focus on balancing public safety with support for a vibrant night-time economy.

The draft policy, which has recently undergone public consultation, proposes several key updates:

  • Enhanced focus on safety and wellbeing: new guidance on tackling vulnerability, gender-based violence, and spiking prevention.
  • Data-led decision making: officers will increasingly use local crime and health data to inform licensing decisions.
  • Support for responsible businesses: clearer guidance for licensees while encouraging a safe and thriving nightlife.
  • Modern event and venue considerations: including counter-terrorism planning and water safety at outdoor events.
  • Future flexibility: no new late-night levies or Early Morning Restriction Orders (EMROs) will be introduced now, but the policy leaves room for these if evidence supports their use.

Cabinet members are expected to discuss these updates and may recommend the final policy for approval at Full Council later this spring, ahead of the current policy’s expiry on 31 March 2026.

Residents, businesses, and public safety groups have already contributed feedback during the consultation, and the meeting will give councillors the opportunity to consider any last adjustments before final adoption.
