Mr Duggan was found by Manchester Crown Court to have perjured himself regarding these alleged attacks. There was no CCTV evidence of any attacks by Mr Parnell, as he carried out a peaceful protest emulating Brian Haw, the peaceful anti-war protester. You have to enter council buildings if you need help with council tax issues. After his death Greater Manchester Police admitted Mr Parnell had never committed any offence.
