Dear Monitoring Officer,
I am writing to make a formal complaint regarding the handling of concerns I raised about contamination at Vale View School, specifically the presence of brown asbestos fibres left in situ, and the subsequent decision to classify my correspondence on this matter as vexatious.
At the time the issue arose, I raised concerns in good faith regarding what I understood to be the presence of brown asbestos fibres within the school environment. Given the well-established risks associated with asbestos exposure, particularly in a setting occupied by children and staff, these concerns were raised solely in the interests of public health and safety.
Rather than being addressed on their merits, my concerns were dismissed and I was informed that my correspondence was considered vexatious. I find this deeply troubling. Raising a safeguarding concern about potential asbestos contamination cannot reasonably be characterised as vexatious, particularly where the material in question is widely recognised as hazardous and subject to strict regulatory controls.
I also hold video evidence relevant to this matter, which supports the concerns I raised at the time. This evidence was available and could have been reviewed, yet my concerns were not substantively engaged with.
The decision to label a resident as vexatious for raising serious contamination concerns has significant implications. It risks suppressing legitimate whistleblowing, discourages public engagement, and undermines confidence in the council’s governance and safeguarding responsibilities.
I therefore formally request:
- A full explanation of the basis on which my correspondence regarding asbestos contamination was deemed vexatious
- Confirmation of whether the presence and management of asbestos at Vale View School were properly assessed and documented at the time
- A review of the vexatious classification in light of the seriousness of the issue and the evidence available
- Confirmation of whether this classification will be removed from my record
I expect this complaint to be investigated in accordance with the council’s complaints procedure and relevant statutory duties. I would appreciate a written response addressing the points above.
