Can the Leader of the Council confirm:
- when senior officers first became aware of concerns relating to significant financial irregularities, and
- what specific actions were taken at each stage to investigate, report, and resolve those concerns?
Question 2: Duration and Escalation
Given that concerns were raised repeatedly over a number of years, can the Chief Executive explain:
- why these matters were not escalated to external audit or regulators at an earlier stage, and
- what threshold the Council applies before deciding that internal handling is no longer sufficient?
Question 3: Role of the Monitoring Officer
Can the Monitoring Officer confirm:
- whether they considered issuing a formal report under their statutory powers in relation to these matters, and
- if not, what legal reasoning was relied upon to conclude that such action was unnecessary?
Question 4: Use of “Vexatious” Designations
Can the Leader clarify:
- how many individuals raising concerns about financial or governance matters have been designated as “vexatious” in the last ten years, and
- what safeguards exist to ensure that this label is not used to deter or silence legitimate public-interest scrutiny?
Question 5: Whistleblowing Protections
Can the Chief Executive confirm:
- whether concerns raised by members of the public were ever assessed under whistleblowing or public-interest criteria, and
- how the Council ensures that those raising uncomfortable issues are protected from retaliation or reputational harm?

Where concerns previously dismissed or minimised are later found to be valid, can the Leader explain:
- what accountability mechanisms apply to those who initially rejected them, and

- what lessons the Council has learned from this episode about its approach to challenge and dissent, and
- what changes have been made to prevent future misuse of governance or complaints processes?

- whether the Council has considered commissioning an independent governance review or Public Interest Report, and
- if not, why such external scrutiny is considered unnecessary?

Can the Chief Executive confirm:
- whether individuals previously labelled as “vexatious” following the raising of these concerns have had their records reviewed, and
- what process exists to formally correct the record where such designations were inappropriate?
Question 10: Saying Sorry
Finally, can the Leader state:
- whether the Council believes that acknowledging mistakes and apologising when the public interest has been harmed is a sign of good leadership, and
- if so, why this has not occurred in this case?
